Since no one else replied, I'll add my two cents for what it's worth. If your having a hard time pulling someone up you need to use a lower pitch, but you will sacrifice top end speed and your engine will run at higher rpms. (you probably knew that already)

A forum section dedicated to boats, PWCs, engines, ect. would be a welcome addition here.

I can add that forum section if you feel it will be valuable. What do you want it called?

I had a 33hp Hp short shaft evinrude with a 12 pitch prop and it would barely plane out when pulling someone. I also did not have the front of the boat weighted down which I heard makes the world of difference.

If you read on the "lemonscraft" thread you will find some info about prop pitch and getting a john dialed up to ride behind. From I have read Sam Collet is pretty informative on this topic.

What size Motor are you using?

Mr. Gnarman has 25hp 4 stroke yamaha from what i have seen on fb and in some of the bayou footage.

The 33 Evinrude I have might have some other underlying issues as to why it wont pull that well that I am unaware of.

If you still shopping around for one I would suggest getting atleast a 40hp so there is no doubt that it has enough power to pull someone.

My Buddy Bodhi has a 40hp outboard on his 16ft semi-v hull with a monster tower. Its a super sick setup that is so much fun to ride behind. His prop is a 12 pitch.

On my 33 I found an adjustable pitch prop and dropped it down to 10 and it definitely made have more low end torque but it still didn't do the trick. I would think with a smaller motor something like an 11 pitch would be good, just an assumption tho from some of my trial and error.

I would really keep in mind that it is crucial that the front of the boat is weighted to down to help it get on plane. So when you test it either have 3 people or get a small fat sac or something to weight the front.
